Problem

On step 2 of benefit letter page, we display some static links for user to find information that may be relevant to them. However, if the user doesn't have a valid address will not be able to go to step 2 therefore not seeing the links. Please see screenshot. Links that are showed in step 2

Details

Investigate if it's valuable to move/or display the links to step 1

Outcome

Create GH issue if it is a valuable update
