As a Veteran, I want the EZR to recognize when I'm born and not ask me questions about conflicts from before I was born/too young to serve.

Ifwe make this changethenwe expect this to happen.
If we remove questions that don't apply to Veterans, then more Veterans will finish filling out the EZR.
If we remove questions that don't apply to Veterans, then we will reduce the amount of bad data (e.g. an accidental "Yes" answer) in the system.

TBD. I would say more Veterans filling out TERA questions but that may be hard to track given how many Veterans have answered TERA questions already.
