Value Statement

As a developer

I want to jobs to continue retrying for at least 39 hours

So that so they will live past the upcoming 39 hour maintenance window

Background Context

Upcoming COLA maintenance 11/16 - 11/17, ~ 39 hours. Our jobs currently retry for about 24 hours. We just need to bump the retry count, and double-check behavior for jobs where we don't set the retry count.
