The Benefits Letters download page has a text paragraph that explains why certain documents are not available on this page. This text is potentially important but feels like it's a footnote to the accordions instead of a shift in context. Screenshot attached below.

Reproduction steps

  1. Log into https://staging.va.gov/records/download-va-letters/letters/letter-list with a valid staging user. I used 54.
  2. Scroll through the accordions until the paragraph just below the last accordion
  3. Read through the paragraph and linked list items. These are a significant context shift from downloading documents and should be called out thusly.

Proposed solution or next steps

Work with Content and Design to determine the best language for a new heading level two and insert it after the last accordion. Test for screen reader usability accordingly.
