[Design] Claims and appeals: re-examine the order cards are displayed on My VA

Background

Julie Strothman from Benefits Portfolio has made a request that claims are shown to users in an order different than what we have right now - "prioritizing based on most recent that has an open tracked item, and if none exists, then most recently updated." Slack thread.

As a team, we need to assess this request and follow-up as makes sense. I personally advocate for consistency between My VA and CST, and I believe we should make this change.

From Julie (https://dsva.slack.com/team/U066D61DAEQ): I forgot to mention that staging user+23 is an example of a user whose most recent claim doesn't have actions needed by the Veteran, but who has other claims that do need their attention. (At least currently that's true for user+23)
