OCTO Health stakeholders need to understand whether users are new to the MHV-on-VA.gov portal or returning – the "portal" defined as all URLs under www.va.gov/my-health. Out of the box Google Analytics new/return segementation can't provide this information, because that segmentation looks at the whole website.
The goal is to understand how many users in a given time frame (eg month) have visited one of these URLs before. It would be helpful to break it down further, if possible, to the 4 or 5 tools within the portal, e.g., secure messaging.
