Add content about the Prefill pattern to the documentation page around prefill #96528

Description

We would like to add some frontend developer content for the "VA Forms Library - How to work with Pre-Fill" page of the developer docs.

Within the 'Vets-Website work', and probably below the PreFill Transformers area, there should be included a section of content around using the Prefill Design pattern and corresponding UI elements.

Content suggestion:

Using the Prefill design pattern on Vets-website

When adding Prefill data to your form, make sure to add in the relevant Prefill design pattern components and content.

The design system pattern Know when their information is prefilled should be used in your application to let users know that their information is prefilled.

Storybook examples can also be used as reference for implementing the prefill pattern content. This includes the Prefill alert and examples of the Card component in relation to displaying prefilled user information
