Add an inventory of these total failure submissions to include the va.gov submission ID and the date and time of the failure.
Create new tiles to track failure statistics. x% fail to backup path x% fail backup path process x% overall total failure - this would reflect the rate of total failures for all submissions

@kylesoskin Did this come from OCTO or discussions with the Steve on improvements for datadog? Do we have an estimate of how big of work it will be or priority? I am just wondering where to put this for planning. Thanks
