ZSF Notifications: Add VA Notify Web Hook for email failures

Issue Description

As a Product Owner I want to add VA Notify web hook notifications for email failures to obtain better insight into when emails fail to send so that I am aware of the failure and can take steps to resolve the issue.

Background: Requirement identified in this Canvas that notes the requirement should not be pursued until a central solution is identified. The Canvas also notes there is an open question about how long VA Notify retries and how granular the web hook will be.

Applies to Pension and Burial notifications.
