PrefName: Preserve/display user's capitalization

Description

User story

As a Veteran, I want my preferred name to display on VA.gov (e.g., auth menu) with the exact capitalization I entered, so that it doesn't look like the success message on the Profile page was incorrect (thus harming my trust in VA and VA.gov).

Notes

• Wes was on a call with Trevor Borsaw, Josh Lindsey, Mike Richard, and Tom Harrison on 11/19, and incidentally discovered that MPI does save names in combined case (upper+lower). Josh traced a PN transaction in Staging all the way to MPI and then back out through VA Profile, and it preserved case.

Possible tasks:

• [ ] Identify and remove any code on the frontend that modifies the letter casing of the PN.
• [ ] Identify and remove any code on the backend that modifies the letter casing of the PN.

Acceptance criteria

• [ ] Wherever the preferredName field is displayed, it has the intended casing (profile, auth menu, and on MHV Landing Page welcome message).
• [ ] QA review
