My Vets-api PR (https://github.com/department-of-veterans-affairs/vets-api/pull/19294) is hitting test failures:

• rspec ./spec/lib/pdf_fill/forms/va21p0969_spec.rb:18 # PdfFill::Forms::Va21p0969#merge_fields merges the right fields
• rspec './spec/lib/pdf_fill/filler_spec.rb #PdfFill::Filler form 21P-0969

I do not believe my schema changes would result in these test failures. As my changes pertain only to the preneed form
