@kylesoskin I have this as the CSV file creation, but after our discussion I am not sure if we still want to call it that or not. So this should be refined some to define what we will actually deliver. We can either do a separate ticket for "test file" or can include it on this one. Whatever works for you. (by test file I mean, Scott and Sam created a sample of what the actual will look like to get feedback from OCTO if there was changes needed before creating the final version).
The purpose of this ticket is to create the CSV file for the remediation team to work from. The working file may be in creating spreadsheets, delivering documents, and working with VBA to define the information they need for remediation.
0781a Historical Silent Failures where the 0781a form failed to upload due to a production defect. This only effects 0781a forms that went through the backup submissions. The primary submission path does not have this issue, it has them both hardcoded separately.

Notes Slack Remediation may require the team to regenerate the failed 0781a PDFS for a batch upload, this will be handled in a separate effort and pending the remediation team support.
