I couldn't load MOCs so incorporating this mockup is not done for the actual SKILLZ https://github.com/department-of-veterans-affairs/veterans-employment-center/issues/244

Let me try to get some instructions to get skills showing up locally before merging, as it would be awesome to get this whole page done in one fell swoop.

I think this looks good. In your screenshot the line is breaking for the form and looks sad - but for me it looks ok. I'm going to open that as an issue in a separate PR.
