Description

Build a web-component version of our Maintenance Banner React component.

April 19th - resumed development of maintenance banner web component. Spent a fair amount of time getting my environment set up and resolving some issues I had been having. Stripped out excess code I had worked on previously. Reviewed Stencil.js documentation, and reviewed existing banner code of existing banner web components as well as the existing React based maintenance banner.

Here is the design for the Maintenance banner. Sketch maintenance banner

The color and styles are VA but the padding and spacing are using the USWDS alert. USWDS Alert
