Add USWDS Button - Accent to Figma

The following work was identified from the audit of the converted form components.

Details

1. Reach out to accessibility about adding the other accent button colors to the VADS.
2. Design
   • Add MVP buttons to the USWDS
   • Fix small pixel differences in the buttons between Sketch and USWDS
   • If accessibility is ok with this, add accent buttons from USWDS

The only remaining work in this issue now that we're in Figma is to add the Accent Buttons from USWDS to Figma and our va-button component. However, no team has asked to use them. Thus I'm putting this back into the backlog.
