Automate BigQuery upload of component usage data

Description

As a developer running the component usage data report, I want the "last step" of uploading the data to BigQuery to be automated, so that the process is easier and less error-prone.

Details

• Reference #32882
• Utilize the gcloud API to upload to BQ
• Will need to still include in the documentation what to do when there's a new field or other kind of error
  • If there's an error detected, should return the generated SQL to the terminal window like it currently does

Tasks

• [ ] Add automatic upload to BQ using the gcloud API to the update-component-usage.sh file

Acceptance Criteria

• [ ] Usage data is automatically updated and uploaded to BQ when the script is run
