Migrate v1 accordion to v3 in content-build #2666

Description

At the end of July all v1 component code will be removed. To do this, we need to migrate the remaining v1 accordion instances to v3.

Remaining Instances: va-accordion content-build/src/site/components/merger-social-sco.html

Tasks

[x] Migrate the above instances to v3
