Formation Deprecation: Review the migrated files in CSS Library

Description

The purpose of this ticket is for the team to review the CSS Library: Migrate VA styles from Formation pull request.

This is a large PR that will also have implications on how we move forward with the deprecation of Formation so we want to make sure there was dedicated time to review it collectively.

Tasks

Check and comment on the PR for:

• [ ] accurate description
• [ ] overall structure (mapping Formation links to CSS Library)
• [ ] CSS Library build functionality
• [ ] any other styles from Formation we think we might want to port now
• [ ] any concerns about how the files can be used

Acceptance Criteria

• [ ] the PR has been approved and merged
• [ ] any needed follow-up tickets have been created
