updating main health page with collaborative edits from health partners

Hi @humancompanion-usds, in this PR, I tried to make our health page in the style guide a parent section with a new child page on destigmatizing language.

I copied the same layout formatting that we used for another parent page. Could you check the formatting at the top and make sure they all look OK?

Aside from that, this content is approved by @DanielleThierryUSDSVA and ready to go live.
