[va-file-input] - Label Header required text style #3093

What happened

When Header Labels are used and the field is required, the "required" text is styled the same as the header level.

Note: This update needs to happen on both single and multiple file inputs.

What I expected to happen

The styling of the "required" label should be "base" text size. This will make it consistent to how other inputs with Label Headers treat this text.
