Form Input Error states inconsistent [Design] #3338

Bug Report

What happened

The left padding is inconsistent in our error states within Figma as compared to the web components
The error colors are different across components: #D54309, #B50909

(These examples are not exhaustive. Please check all error states.)

What I expected to happen

Everything should align with the padding and colors of VADS web components and USWDS error states.
