What

Give a brief description of the component or pattern you want to propose. A consistent UI pattern for search tools on VA.gov

Why

Explain why you think this should be added to the VA.gov design system.

• To create as much consistency as possible amongst the VA.gov search tools
• What evidence do you have that it's needed by multiple services across VA?
• There were several inconsistencies documented between global search, resources & support search and Find a VA Form search, including breadcrumbs, spacing, headings, action links, and text links.
• What evidence do you have that it meets the needs of the users of those services?
• We don't have documented evidence, but it's just good UI/UX practice to follow a consistent design pattern for similar tools.
• Have you checked that it doesn't already exist in the VA.gov Design System?
• There are components in the Design System, but not a pattern.

We've got search input but we need a search pattern that shows the controls using the annotation in the issue above. In addition, we should show a pattern for search results and have a template for search results.
