Additional Context

This relates to issue #625. Need to include a preview of a plain horizontal divider without stars for the (newly renamed) Horizontal dividers component documentation on design.va.gov.

Ideally we can add this example to Storybook and rename Horizontal rules to Horizontal dividers with Default and Stars stories. Here's the Storybook link.
