Choose libraries for keyboard e2e testing #7514

Criteria

We will need robust testing libraries, and a way to gather up the keyboard focusable elements on the page. In the interest of time, we should use prior art wherever possible:

NightwatchJS
Selenium Webdriver
Chrome, Firefox drivers (headless if possible)
ally.js (for finding elements, sorting, reviewing)

Have started a code repo locally that uses these libraries, and is successfully running a smoke test.
