Add troubleshooting entry for local api endpoint issue on WSL2 #310

While working on reproducing some Cargo issues locally, I had trouble running dependabot-cli on WSL2. @jakecoffman pointed me at a workaround. This change adds a Troubleshooting entry in README.md about the issue.
