Add an option to turn off automatic pull-request #12

After the dependencies are checked, a new PR is open on the target project to update any possible outdated deps.

It would be nice if we could disable that automated step on a per-repository basis, relying on the dashboard information to make decisions about updates.

@flavioheleno The script that checks for outdated dependencies already takes a boolean for this, so I believe there isn't any problem with adding a checkbox for this...
