Custom Repo Support #51

Adding a new variable so that people can download OWASP Dependency Check from their own repo if they wish. By default will use official GitHub URL.

References #52. @DeSpalis I'll merge this into the develop branch for testing. This will deploy the RC to a private extension that I can share with your azure devops organization for testing. Can you DM (@emjohn20 on Twitter or emails is on my profile page) me your Azure DevOps organization name so I can share the the dev extension with you?
