At the beginning of the project we thought we were going to use Zenodo and PUDL's Datastore to extract data. The data is very small and won't be incorporated into PUDL so it doesn't really make sense to use these tools. We can just replace them by storing the data in github and extracting using pandas.

[x] Remove package data that contains excel mapping information.
