This PR replaces the county_fips table derived from the addfips data with data from the Census 2021 TIGER shapefiles. Geometry info was dropped. The main purpose was to add data on land area.
Note: 2021 data was necessary to maintain consistency with other data. 2022 counties had lots of changes, including the entire state of CT.
