This PR integrates an analysis by RMI about which parts of the country qualify for Inflation Reduction Act tax credits for "Energy Communities". The data is aggregated to county level to match the granularity of our database.
Ideally the analysis would be performed in this repo because it impacts the aggregation, but that migration was left for future work.
