Offshore update #273

Previous offshore data integration took a shortcut by only adding aggregates to the county-level tables in the data mart. This PR finishes the integration by updating the ISO project tables and replacing the ad hoc county aggregates with more principled and standard queries on the ISO project tables.

Note: this changes the primary keys of the ISO project tables. The long format now splits projects by both resource and location.
