Some ordinances, from both Columbia and NREL, are set by individual towns or cities within a larger county. When we aggregate to county level, we currently propagate those up to the whole county. The Columbia ordinance aggregation method creates a column that describes the original jurisdiction type of the ordinance(s), but the NREL aggregation does not. It would be mildly helpful to harmonize those so that users can better distinguish between whole-county vs partial-county restrictions.
