Update CEJST dataset to 1.0

CEJST 1.0 adds a bunch of new columns and updates some underlying calculations. You can learn more about the changes from these resources:

This PR updates the extract and transform code to handle the 1.0 data. 30% of the counties_wide_format.justice40_dbcp_index values changed between the beta and 1.0 update. Of the 30% of counties with new values, 55% of the values increased and 45% decreased.

Not super legible without interacting with it in Jupyter. Here is some more legible information:

• There are 22 counties whose index was non-zero in the beta version and zero in 1.0.
• There are 200 counties whose index was 0 in the beta version and non zero in 1.0.

It would probably be more legible as raw differences than as percent. It's only a 6 point scale, IIRC
