Full GS and LBNL comparison #317

This PR will contain LBNL and GS comparisons at different ETL steps.

  1. Raw LBNL and GS
  2. Raw LBNL and ETL'd GS
  3. ETL'd LBNL and ETL'd GS (with duplication turned on/off)

PR currently only has comparison #1. I started a google doc to report all of our findings.

The comparison of the raw datasets met our acceptance criteria.
