Integrate 2023 LBNL data

Success criteria: LBNL 2023 data in dev, create a brief narrative about what has changed.

• [x] Compare raw LBNL 23 to GS. we should expect all LBNL 23 projects to be in raw GS (except for old MISO and non active ERCOT)

NYISO issue

The raw GS data contains 147 GW of active NYISO projects but iso_projects_long_format only has 66 GW. This is because 47% of NYISO active capacity is in offshore wind and transmission projects (45 and 8 respectively). The transmission projects are intentionally being dropped. The offshore wind projects are dropped and replaced by the manually currated offshore wind data. The offshore wind data has not been updated since April 2023. Which Asana sheet does this CSV come from? Is it still being updated?
