Missing eslint config and package.json scripts in generator

The clay component generator is missing some of the last additions like .eslintrc default config and default npm scripts

.eslintrc file is not in every package but in the root folder. The same happens with npm scripts, they are in the root package.json, so we don't need to add it to the generator.
