Remove autowire-array-parameter from packages/ as moving

Some notes:

• symplify/autowire-array-parameter need to be in require on symplify-kernel as used in AbstractSymplifyKernel

• add symplify/autowire-array-parameter to require-dev of root symplify as it used accross packages/ that use symplify-kernel as packages

• The current split PR seems has no workflow run, that seems need you to make workflow running, see PR:
