Broken links in Stein Variational Gradient Descent #43

Hey all!

I've just been taking a look at the SVGD curriculum and unfortunately, there are a number of broken links. Hopefully, some of these can be fixed without too much trouble! Here is a non-exhaustive list:

I found (I think) an alternative source for 1) here: http://citeseerx.ist.psu.edu/viewdoc/download?doi=10.1.1.124.3854&rep=rep1&type=pdf, but the rest I didn't manage. There could also be more missing links.

I fixed these

Suggestion: All the reading, Wikipedia pages (they constantly are changed) and other resources that a curriculum author judges at the time (that is able to be distributed), should be snapshot and archived by this repository permanently if possible. We should be able to git clone one of the guides and receive everything unchanged from when the curriculum author judged it necessary to understand their paper which enables somebody to do the courses offline if needed. These links are just going to keep dying over time as people move around universities or delete their old slides.
