Issue: EULA intermittently take a few seconds to display

ATAK v4.8.1.19 (03904841)[playstore].1680949406 Device: Pixel 3a Android build: 32

Steps to Reproduce / Observed Results:

  1. Open ATAK
  2. Observe that 'EULA Acceptance' screen is display
  3. Tap on 'View EULA'
  4. Observe that EULA take a few seconds to display.
