Issue: Intermittent Delay in Location reporting rate in contact info

ATAK v4.8.1.19 (03904841)[playstore].1680949406 Device: Pixel 3a Android build: 32

Steps to Reproduce / Observed Results:

1. Open ATAK on Device 1( Callsign: TOAD) and verify it is running successfully.
2. Open ATAK on Device 2(Callsign: GRAY KNIGHT)
3. Select Menu and open contact's
4. Select an active contact
5. The Last report time for Device 1 in Device 2 takes more than 2 minutes. Even though the Dynamic Reporting Rate preference setting is 30 seconds(default) on the Device 1(TOAD in this case).

Expected Results: The last report time for the active selected contact(TOAD) should be updated every 30 seconds in ATAK(GRAY KNIGHT).

It sounds like you want constant reporting? Please provide additional configuration details.

The Reporting Strategy in both the devices was Dynamic. 
We have set the default values for Dynamic Reporting Strategy, I mean we haven’t changed any default values
. 
Dynamic Reporting Rate Stationary (Unreliable) = 30 
Dynamic Reporting Rate Minimum (Unreliable) = 20 
Dynamic Reporting Rate Maximum (Unreliable) = 2 
Dynamic Reporting Rate Stationary (Reliable) = 180 

Dynamic Reporting Rate Minimum (Reliable) = 20 
Dynamic Reporting Rate Maximum (Reliable) = 2 
 
So the issue is it took more than 20 seconds even though we have default value for Dynamic Reporting Rate Minimum as 20 seconds
