Replace SVGs that only have raster images inside them with vectors (or just PNGs)

Several of the SVGs do not actually contain any vector drawings, just raster images. These include:

• [ ] accounting.svg
• [ ] conus.svg
• [ ] hhg.svg
• [ ] nontemp-storage.svg
• [ ] oconus.svg
• [ ] pov.svg
• [ ] ppm.svg
• [ ] retirement-separation.svg
• [ ] svc-help.svg
• [ ] tech-help.svg
• [ ] unaccompanied-baggage.svg

The downsides of using embedded images in SVGs are:

• Since they aren't actually vector graphics, they look ugly when scaled. (See examples below, from IE11 on a non-retina screen)
• They are much larger (in bytes) than a vector image would be.
• They are 50% larger (in bytes) than even the exact same image as a plain PNG would be, due to Base64 overhead.

Where did we get these assets? Are actual vector versions available? If not, can we get the highest resolution versions of these assets to work with?
