PPM Estimator: Incentive before taxes

There is some concern that the PPM Estimator results should tell the user that the Incentive estimate is before taxes.

If we're going to add this language, we have a few options:

• add an asterisk and a separate footnote,
• add it inline to the header of the results ("Your PPM Incentive Estimate (before taxes):")
• add it inline to the second-to-last line of the results ("Your PPM Incentive (before taxes):")

Whichever choice we make, we need to make sure that the results still look good on:

• [ ] Modern desktop browsers,
• [ ] IE 11,
• [ ] Mobile browsers,
• [ ] The printed results (must still fit on 1 page!)
