Backtick gets eaten by some servers

What steps will reproduce the problem?
1. Include non-ASCII characters in helpfile, such as +jhelp hooks:
All actions have what are called ‘action hooks’, which ...

What is the expected output? What do you see instead?
Expected:  ... called ‘action hooks’, which ...
Instead: ... called on hooksich ...

On MUX 2.7, the  ‘ and ’ characters eat the subsequent 4 characters.  No
doubt other codebases may treat them unpredictably.  Need to replace with '.
