Write a HOWTO file

Generate a HOWTO file to accompany the README.  This will include instructions 
on common, but optional, implementation processes to include:

1. Creating command aliases that use +jobs/select:
- +jobs/from  (source=player)
- +jobs/red  (both overdue and esc=3)
- +jobs/triage  (new, mine, or unassigned and overdue)

2. Using hooks to interface with globals/job flow:
- Example player building request/inspection process

More ideas to come.
