+jobs/new vs buckets #146

Presently, +jobs/new shows ALL new jobs across the entire system, regardless of 
whether you have set yourself to monitor specific buckets. It would be nice if 
+jobs/new payed attention to your monitor settings.

All new jobs is the historical behavior, which shouldn't be changed for 
historical reasons.

However, you can change your own /new to be whatever you want:

&jobselect_new me=new and monitor
+jobs/new
