DUA-33 #27

Minor fix still needed - double reading of content description - we should chat about why/how it's happening. Also, the tab bars are now at the top of the page, as Android wants. Since we updated to match more current APIs, I thought this would be a good time to change that as well. We can talk about how we want to style it or whether we still want it at the bottom.
