Add timeout to all github actions in repo

Each github action within this repo needs to be checked to ensure it follows the timeout policy as described here: https://github.com/dequelabs/axe-api-team/blob/main/policies/github-actions.md#timeouts

If the timeout is not set, it needs to be set
If the timeout IS set, the timeout duration should be checked against the last 5 runs to ensure it is set correctly per the policy
