`<Code>` component design needs to be updated

Per Bobby, this is the design the <Code> blocks should take moving forward, so this ticket is to update the existing component based on this design:

Not all code blocks should be attached like this, but this is one variant where they can be attached.

This should be new variant of Code that supports a header/footer style.
