Could not open Wolfgang Neskovic #1

What steps will reproduce the problem?

1. select Wolfgang Neskovic at main table 
2. try "Open Person" or "Open fraction"
3. exclamation mark on button indicates error

It's the guy without a fraction. Data is there:

solution 1) 
create empty fraction ressource

solution 2)
fix query and algorithm for openening person and fraction view

Issue came from trying to query for city information of 0 sidelinejobs. Added 
if-guards for getPersonFractionContainer() and getPersonPersonContainer(). Will 
be fixed for new deployment.
