Garmin: Invisible water polygones for natural=water #224

Hi,

I've been making Garmin maps with your code for a while now. I've noticed something with the latest code, many natural=water aren't showing at all on my GPSMAP64s. If you look at the ponds around here, they don't show at all no matter the zoom level. Their name show but not the polygon.

I've been inspecting https://github.com/der-stefan/OpenTopoMap/blob/master/garmin/style/opentopomap/inc/water_polygons to figure it out but I'm missing too much documentation.

Can you help me out here?

This issue is with mkgmap-r4286 if that makes a difference.

Here is a screen capture of the daicey pond on my GPSMAP64s at the location https://www.openstreetmap.org/way/151558628#map=15/45.8865/-69.0313 that doesn't show as a polygon:

I noticed a similar problem with my gpsmap64sx. Many water polygons of the opentopomaps do not show (e.g. between Belgium and England, Lofoten in Norway). Sometimes land is flodded (e.g. Monaco). This makes the maps quite useless in these regions. Used the map renders of May 2020.
